This is straight up false.
The black bars are not by design. They just do not support ultrawide.

I got a 49inch 5120x1440
i do get rid of the blackbars without any trickery or fix or .dll or whatever by simply switching to a lower resolution and STIL HAVE the full screen in use.

As said this is straight up false and a weak excuse from the developers not to implement the nowadays standard ultrawide resolutions.
I will actually see my lawyer about this because this is just a joke.

yes in the race,, and its fair you have to duel vs others.. not when just sitting playing by yourself!

Using the mod directly violates their Terms of Use.

No company is going to go down the path of saying when cheating is acceptable and when it is not. If you break the rules, and they catch you, don’t come to the forum to complain that it isn’t fair.
