Using this filter, all NPC and chest names disappear. Is that intentional, and if so does anyone know how I might edit this loot filter file to still include those names above NPCs and interactable objects?

The filter does not do anything to the nameplates. The problem is something else. Maybe check your interface settings if you turned off nameplates by accident. The option is called - ALWAYS HIGHLIGHT.
