Bug or Not ? ELM Storm + Twister

so i am testing 2 skills i believe they should work, since the game talks about a Hit, nothing else, but for some reason it does not seem to proc,

so i am testing Elemental Storm + Twister (frozen enhanced from ground)
for how i read this, it creates a vortex according to the HIT dmg from my highest elemental dmg,

Twister seems to do a Hit with elemental damage so why does this not seem to work ?
i have also tested this with Lightning Spear but that's the same story, is this a bug or ? am missing something
