% to shock not scaling in the Character screen under Offense Tab (with Support gems)

If I add the gems Elemental Proliferation, Overcharge Support, or Innervate, the offense tab shows no change at all to the % of shock. All of the gems support my main attack. The only time my % to shock goes up is when I apply the buff Galvanic Field, but it does not scale with the inherent 10%, which is the natural gain of Holy Dominion. Why is this? -

Galvanic Field is scaling with the Holy Dominion 10%. 40% + 10% =50%. THE SUPPORT GEMS ARE NOT. My bad...

The % chance to shock with those three support gems doesn't apply to changes in the offense tab. But yet Galvanic Field does...
