Game stuck at low fps

Help plz i cant play due to very low fps .It started suddenly last week i logged in the game stuck at 40 fps shaders constantly loading gpu at 100% cpu near 100% but the gpu isnt using enough power no stutter on nothing just low fps no matter the graphics setting i tried vulcan and dx12 the same on both reflex is disabled i also tried other games my pc is fine everything else works its just poe2 i played 550 hours before and its fine i reinstalled the game and steam disabled all overlays even nvidia pc specs are:
12400f
3060ti
16 gb ram
and im playing on an ssd so not storage issue too i really wanna play this league but cant stand being at 40 fps all the damn time
