My phrecia workers got deleted?

Hi, Just hopped on and migrated my character.

I noticed that my gold transferred over, and i kept the upgraded buildings. But none of my Workers rolled over.

Some people in chat claim they got back their t10 workers.
Anyone else experiencing similar? or is this how it's supposed to be?

(My settlers Kingsmarch have low tier workers t5-t7, while most of my Phrecia workers were t10s)

I invested a good bit into those workers with the expectation that they would be migrated to Settlers similar to how it was after Necro-Settlers

I just did a manual migration of my characters and tried to see what happened with the workers. When migrating a character to a league where the town was not built yet, the workers came across. When migrating a character to a league with an existing town, they didn't appear to come across. In this particular case, it looks like my population was already over the limit at 100/90. It's possible this happened during necro/settlers migration, as i'm not sure how else it would go above the limit. It did not appear to go further above this limit, while other materials did come across. I'm unsure what would of happened if it was not already at the limit. It is possible that it chooses the workers of the town with the most progress or the most workers, or maybe in some cases adds them together. I was not able to test it further.
