Yes.
It happens to me and my brother occasionaly. We tryed different EU realms - and none of them working without constant DC's/Rollbacks. That's just a such bad experience everytime - when game kicks you out, closing your maps - you losing your loot/progress - everything - feels just like a waste of time.
