0% Block & Evasion on Infernalist. And everything but labels visually disappearing

I still have block & evasion on Warrior, but on Infernalist Witch they are 0% no matter how I change my gear & tree. It doesn't seem like I'm avoiding any damage passively. This only happened after the latest patch.


And even prior to the patch, in the end game area with the map device; when using the stash, bench, etc its like entering & exiting several menus will make everything visually disappear except for the labels when near something. The whole screen turns a foggy yellow. Closing the game and opening it again, fixes it for a while.
