Could you record another video, but with the in-game metrics being displayed?

You can toggle them on with the F1 key. It'll help clarify where the issue is.

Hi there any update?
Are you sure that your external dedicated GPU (nvidia 1070) is set as the primary graphic card to be used in Windows for poe2 since your processor (8700k) also has a built in GPU (Intel 630)? This is a different setting than in game.

You could try doing DDU in Windows Safe Mode to fully uninstall the Nvidia driver, then install on older Nvidia driver as some newer drivers can not only be buggy but are completely unnecessary for the model GPU you're using.

DDU and its instructions can be found on their website.

I'd recommend downloading an older video driver from Nvidia's website directly to have ready for installation after booting back into Windows from using DDU in Safe Mode.

Also, the are a few videos out there on YouTube about using Nvidia Profile Inspector which will properly set the game to use the correct GPU as some have reported the profiles get mixed up if both games are installed.

When your freezing is happening your GPU appears to be waiting for information from the CPU as can be seen in the spoiler image below. Your frame time goes up and FPS goes down. I'm not sure what's causing your issue but can only make some recommendations.
frame spikes

For testing and ruling things out:
  • Try swapping in game between DX12/Vulkan/DX11
  • Set the game to Windowed Full Screen
  • Disable VSync if on (Nvidia + in game)
  • Set both monitors to 60Hz & Nvidia app to 60 for both
  • Check your PCIe reported bandwidth with GPU-Z
  • Run DxDiag in Windows and paste the results here via https://pastebin.com

If you run into a problem switching between DX12/Vulkan/DX11 and you're locked out of the game, you can fix this by editing your config file:
  • Documents > My Games > Path of Exile 2 > poe2_production_Config.ini (open in notepad save as .ini not .txt)
  • Search for "renderer" and change "renderer_type="

Hey, thanks for the info.

Your DxDiag shows your ROG STRIX Z370-F GAMING BIOS is slightly dated and could use an update from 2801 to 3004
https://rog.asus.com/motherboards/rog-strix/rog-strix-z370-f-gaming-model/helpdesk_bios/
Spoiler

Also, the GPU-Z is reporting that your GPU supports x16 mode but is running in x8.

You'd need to disconnect your PC from power and see if the GPU is slotted into the correct PCIe slot for your board as shown in the image below. If it is slotted in the correct slot (#2 PCIE_X16x8_1), I'd recommend carefully removing/reseating the GPU to make sure it isn't loose.
Spoiler

Hopefully something here helps your situation.
